Legal and Social Responses to Climate Change – a new strategic framework in Serbia

Round table Legal and Social Responses to Climate Change – a new strategic framework in Serbia was held on December 2, 2021, organized by the Institute of Social Sciences, via Zoom platform. Participants presented their research in three panels at the end of which they had an opportunity to exchange their oppinions in discussions.

The first panel analyzed the most important current issues related to legal regulations at the international level, at the level of the European Union and at the national level in the field of climate change. The issue of burden-sharing and equity in the international community in the field of climate change response has been identified. Special focus was on the current changes in regulations in the Republic of Serbia and the harmonization of domestic legal regulations with international documents and regulations of the European Union. It was concluded that the Republic of Serbia is facing numerous challenges and difficulties in terms of enacting regulations and their implementation.

The second panel was dedicated to climate change issues in the field of forestry and agricultural production, the new regulatory framework in Serbia regarding the reduction of carbon footprint and green kilowatts in Serbia, as well as the legal framework for the implementation of financial instruments related to climate change. It was concluded that changes in these fields will require significant investments, so the question arises of helping the Republic of Serbia to implement new standards in order to achieve the goals of low-carbon development.

In the third panel, the participants discussed the issue of climate change as a political instrument of influencing the position of states and individuals. It was concluded that the green recovery is the best consequence of the crisis, but only as a concept. The problems of migration related to climate change were pointed out. It was concluded that the impact of climate change on migration, and the impact that environmental disruption will have on human movements, population dislocations and potential conflicts are not adequately regulated. In that sense, the answers should be sought not only where the consequences of climate change occur, but also where the consequences of migratory movements are present. The issue of recession and degrowth-а, the issue of anthropocene and ecological independence, were also analiyzed in the panel.

The perspectives of several social sciences – law, economics, sociology – were offered at the round table, but opinions were also exchanged with colleagues from the technical field who are engaged in studying policies in the field of environmental protection and climate change.
