Since 2016, the Institute of Social Sciences has been developing a program to monitor the social inclusion of certain social groups in Serbia and has succeeded in developing software that enables the collection of valid data on public policy measures of social inclusion. Indicators were constructed in accordance with HRBA (Human Rights Based Aproach) standards, enabling effective management of inclusive policies at the local and national levels. Most importantly, the implementation of such a system makes the public administration system inclusive and effective for achieving equality.
Although the project is in development and requires research into the economic, administrative, social, and other conditions for developing a social inclusion system, the Institute will present the main ideas, findings, and possibilities to colleagues from the academic community, public administration, independent bodies, and international and non-governmental organizations during the fall. The project’s realization is being achieved through the SAIGE project, which is implemented by the World Bank, the European Commission, and the Ministry of Science, Technological Development, and Innovation.
The countries of the “Western Balkans” are developing social inclusion policies for social groups that are in long-term situations of social, economic, and cultural deprivation. The goal of inclusive policies is to ensure equal opportunities and substantive equality for citizens who, due to their identity, social, and economic circumstances, remain outside the main social flows.
Everyday life indicates that the measures taken are less effective than expected, especially in relation to international and national strategic directions. A barrier to overcoming these problems, improving policies, and finally ensuring effective social inclusion that leads to a dignified life for individuals and society is the lack of valid data and indicators.
