In his presentation, Dr André den Exter will discuss access to healthcare for disabled persons.
On different occasions, the European Court of Human Rights has dealt with access to healthcare issues, notably concerning vulnerable groups like disabled persons. Although not explicitly recognized under the Convention, implicitly, the Court has applied individual rights, creating positive state obligations under the Convention. During this session, I will explain the meaning of those so-called positive state obligations to CoE member states, focussing on disabled persons.
André den Exter (1966) is an associate professor of health law at Erasmus School of Law, Erasmus University Rotterdam, the Netherlands. André holds a Ph.D. in law. He was the holder of the Jean Monnet Chair of European Union Health Law and has held several visiting (associate) professorships in international and European health law, including one at Danylo Medical University Lviv (Ukraine), and another at the National School of Public Health, Universidade Nova de Lisboa (Portugal). He published several books and articles on European Health Law, covering the main aspects of health law from a European perspective.
