Director of the Institute of Social Sciences from 1970 to 1972. He began his academic career at the Faculty of Law in Sarajevo, while in 1962, he was elected a professor of the Faculty of Law and Faculty of Economy in Niš. As of 1970, he was a full professor at the Faculty of Political Sciences in Belgrade.

He taught at universities in France, Germany, USA, USSR, Poland, Romania, Egypt, Libya, India and other countries. He was the Vice Chancellor of the University of Belgrade (1960-1965), founder and the first Rector of the University of Niš (1965–1969) and a member of the Standing Conference of Rectors, Presidents and Vice Chancellors of the European Universities (1966–1970).
He performed numerous professional functions of which certainly the most important included membership in the UN Commission on Human Rights from 1967 to 1972; presiding the UN Special Expert Group for Human Rights and membership in the UN Sub-Commission against Discrimination and for the Protection of Minority Rights from 1969 to 1975.
